1.1 Call to Order – Roll Call
The Orleans Parish School Board Public Hearing: Charter Request for Application was called to order by President Katherine Baudouin at 5:31pm. The following board members were present: Katherine Baudouin, Leila Jacobs Eames, Ethan Ashley, and Nolan Marshall, Jr. Dr. Donaldo Batiste, Olin G. Parker and Carlos Luis Zervigon were absent. Board Counsel Ashley Heilprin was present; Superintendent Dr. Avis Williams was absent.
-Interpretation services were acknowledged.
1.2 Pledge of Allegiance
The Pledge of Allegiance was led by President Baudouin.
1.3 Rules for Public Comment
Board Counsel provided a high-level overview of the OPSB guidelines for public comment/participation at OPSB Meetings.
1.4 Adoption of the Agenda
Motion by Dr. Batiste, second by Mr. Ashley to approve the agenda as presented.

PURPOSE OF HEARING
2.1 Orleans Parish School Board Public Hearing on Charter School Applications and Guidelines of Hearing
Rationale: Pursuant to the requirements of La. R.S. 17:3983(D)(1), the purpose of this hearing is to receive public input prior to the Superintendent’s recommendations of the Type 1 charter applications.
Each charter applicant will have ten (10) minutes to present to the Board and public. There will be an opportunity for public and board comment after each charter applicant presentation.
Presentation by Rafael Simmons, chief portfolio innovation and accountability officer.
PRESENTATIONS
3.1 Hope Community School Charter RFA Presentation
Presentation by Noreen W. Jacobs, CEO Executive Assistant, Hope Community School.
BOARD COMMENT:
A discussion ensued regarding school operations and funding, diversity of student population, type of charter being sought, academic program offering, grade levels, school site, student and teacher recruitment, as well as collaborations and partnerships to support the school.
Mr. Ashley recognized the tutoring services offered by Ms. Jacobs supporting students within the community.
